The "Recent Construction Plan for the Socio-Parking Lots on the North Bank of the Central Urban Area of Shantou City (Draft for Soliciting Opinions)" (hereinafter referred to as the "Construction Plan") was recently released on the official website for public consultation. According to the "Recent Implementation Action Plan" of the "Construction Plan," it is proposed to address the parking problems in 14 hot spot areas, including 8 in Jinping District and 6 in Longhu District, with a total addition of approximately 7,200 parking spaces (excluding current situation and roadside parking).

The scope of this "Construction Plan" is the north bank of the central urban area of Shantou (Jinping District, Longhu District), and the planning period is from 2017 to 2020. It proposes a "Recent Implementation Action Plan," which identifies hot spot residential communities, farmer's markets, hospitals, schools, parks, and commercial complexes in the planned area as hot spot areas with prominent parking issues, analyzing their parking problems and proposing solutions. This recent implementation action plan includes 14 hot spot areas, with 8 in Jinping District and 6 in Longhu District, totaling approximately 7,200 parking spaces (excluding current situation and roadside parking).

    The "Construction Plan" proposes to increase parking spaces in hot spot areas. In Jinping District, for example, it plans to construct multi-storey parking garages, underground parking lots, and additional roadside parking spaces for 15 hot spot areas such as People's Square, Small Park, Second People's Hospital, West Bank Park, Central Hospital, Attached Second Hospital, Yuhuai Junior High School, Chunjiang Road (Tianhua Meidi), Guangsha New City, Hongli Market, New Guangsha Comprehensive Market, Jinxi Garden, Xiehua Building, Jinyuan Experimental Middle School, and Shantou University Affiliated First Hospital, with an estimated increase of approximately 4,230 parking spaces (excluding current situation and roadside parking). In Longhu District, for 10 hot spot areas such as 11th Block, Shantou Maternity and Child Healthcare Hospital, Zhuchi Hospital, Longhu Experimental Middle School, Overseas Chinese Park, Xinzhoulifestyle Community, Zhongtai Garden, Jintai Garden, Jintai Market, and Children's Park, plans include the installation of elevating lateral-shift type multi-storey garages and the construction of underground multi-storey garages, with an expected increase of approximately 2,970 parking spaces (excluding current situation and roadside parking).

    As of the end of 2015, Shantou had a total of 1.03 million motor vehicles, including 500,000 cars (293,000 private cars) and 530,000 motorcycles. While the city has begun to develop a comprehensive urban parking facility system consisting of allocated parking lots, public parking lots, and roadside parking spaces in recent years, the growth rate of parking facilities has significantly lagged behind the growth rate of vehicle ownership due to the original inadequate parking facilities. The "Construction Plan" soliciting opinions aims to alleviate parking conflicts, improve the quality of transport services in Shantou, enhance residents' living comfort, and promote the coordinated development of transportation and economy.
